IPEEC committee chairs

Policy Committee Chair – Mr. Tudor Constantinescu

As the current Chair of the IPEEC Policy Committee, Mr. Constantinescu oversees the overall strategic development of IPEEC. In his home country, Mr. Constantinescu is the Principal Adviser to the Director General for Energy in the European Commission. He previously set up as founding Executive Director the Buildings Performance Institute Europe (BPI Europe), and was the president of the Romanian Agency for Energy Conservation (ARCE).

Executive Committee Chair – Mr. Robert Sandoli

Mr. Sandoli chairs the Executive Committee of IPEEC, which is responsible for managing the activities of the IPEEC Secretariat and the partnership through IPEEC task groups. Mr. Sandoli is the Director of the Energy Efficiency and Renewable Energy International portfolio at the United States Department of Energy. He brings a wealth of experience in managing programs for the large-scale deployment of clean energy, as well as in policy analysis and advisory and budget management.

IPEEC Secretariat

Executive Director – Mr. Benoît Lebot

With over 20 years’ experience in Energy Efficiency, Benoit brings invaluable expertise to the IPEEC Secretariat. During his extensive career he has worked for the French National Energy and Environmental Agency (ADEME), the International Energy Agency (IEA), and the United Nations Development Programme. Having joined IPEEC in March 2014, Benoit aims to support IPEEC member states in further elevating energy efficiency on the international policy agenda and support the member states in the implementation of their work streams.

G20 Advisor and Project Manager – Ms. Zoe Lagarde

Zoe was detached from the Australian Government to IPEEC to assist in implementing the G20 Energy Efficiency Action Plan. Prior to this, she worked on international and domestic energy issues focusing on energy efficiency within the Australian Government Department of Climate Change. She started her career in low-carbon technologies, working for a Brussels-based start-up company.

Project Assistant – Ms. Ailin Huang

At IPEEC, Ailin manages all communication related activities, as well as IPEEC’s engagement with China and contributes to IPEEC’s work on the G20 Energy Efficiency Action Plan. She previously worked on environmental policy at UNEP and also at environmental consulting firm EPEA. Ailin contributes a mix of technical, geographic and communication expertise to IPEEC.

Policy Assistant - Ms. Jurei Yada

Jurei’s work focuses on the G20, IPEEC’s international and strategic outreach, and Task Groups. She also contributes to IPEEC’s newsletter and other communication activities. Raised in a multicultural environment, she comes from an academic background in international politics and speaks five languages.
